Description

Sometimes, one user (or an admin) will perform an upload on behalf of another user. (Why does this happen? Sometimes the other user doesn't have permissions for the types of analyses that are required, or the other user doesn't know how to organize the upload in a way that makes sense for the rest of the process.) In these cases, it's helpful if an admin can change ownership of the analysis once it's complete, so that a different user can freely browse the license content.
