upl.oad user cannot select agents

Description
using svn 5463 on randos64.ostt, a user was created with upload privs. When uploading there are only two options, from file or url. I think that's correct. When either are selected, there are not agents to select. Setting default agents in the users profile does not seem to have any effect on this.
To receate:
1. as an admin, create user with upload privs.
2. login as the upload user
3. try to upload from file or url, there will be no check boxes to select agents.

This is how it's supposed to work. I thought that the upload user was the same as the Analyze user (who can select agents). This is not a bug.
