Description

In reports, especially the License Browser and Copyright, allow the user to sort by column heading. For example, in the License Browser, click on "Count" and histogram should be resorted by Count descending. Click on it again for Count ascending. Click on "License Name" and sort on License Name, etc.

Change unranked issues to rank 99 so they show up in a ranking report at the bottom. Otherwise, they show up on top.
