Description
The CLI tests (functional tests) are/were broken for > 1 month.
These tests should be re-factored to use the new create_test_database.pl script, and also so that they go back to passing.

This was completed within iteration 6; CLI tests are now re-factored to use the create_test_database.pl script, and they are passing again.
