Description
now that the uploadtree table is partitioned, delagent may need to drop the uploadtree_nnnn table rather than delete all the uploadtree recs for an upload. This only applies if there is an uploadtree_nnnn table for an upload

Fixed in svn6166.
New test cases should added, add new upload > 500M and run delagent to check if uploadtree_nnn table be deleted.
