Description

Hi,

I've created an archive with the texts of SPDX' licences and scanned them with Fossology : the archive and the results are on the wiki page:
http://www.fossology.org/projects/fossology/wiki/MatchSPDXLicenceIDs

A quick and may be naive analyse of the results:

- Nomos seems to give the "Public-domain" tag a little bit too liberally. For instance GFDL-1.1 and GFDL-1.2 are identified respectively as "GFDL_v1.1 ,Public-domain" and "GFDL_v1.2 ,Public-domain".

- The Creative Commons licences are not accurately identified (for instance CC-BY-2.0, CC-BY-NC-2.0 and CC-BY-NC-ND-2.0 are all identified as CCPL_v2.0.

- Some licences are just missing and recognised as such: YPL-1.0, YPL-1.1 ("UnclassifiedLicense"), Multics ("No_license_found")

- Some licenses are not precisely identified but related to a family OLDAP-2.8 BSD-style

These points might need some fixing, but I think it's rather independent from the IDs harmonization.
