agents not scheduled when scheduler not running

Description

Using 5804 (RC1) Packages a job was scheduled without the scheduler running. Nomos was picked as the agent to schedule. The job was queued but nomos was not scheduled. When the scheduler was started, the job was started and completed, but nomos was never scheduled.

If the scheduler is running, the nomos is scheduled and the job completes.

To reproduce:

1. Install RC1 packages
2. make sure scheduler is not running, if it is, stop it.
3. Using the gui, schedule an upload from file, only schedule the nomos agent.
4. Start the scheduler. The job will run, but nomos will not be scheduled.

re-produced in ubuntu 11.10 64bit with 2.0 rc1 package,

1. just select 'copyright' to upload, only unpack and adj2nest are scheduled
2. just select 'nomos' to upload, only unpack and adj2nest are scheduled
3. just select 'pkgagent' to upload, only unpack and adj2nest are scheduled
4. just select 'MIME-type' to upload, only unpack and adj2nest are scheduled
5. select 'copyright' 'nomos' 'pkgagent' and 'MIME-type', unpack adj2nest nomos pkgagent mimetype are scheduled, lack of copyright

Fixed with svn 5811.
The scheduler api will now correctly check and insert agents into the agent table when they are started.

bucket can not be scheduled.
reproduced in 1.4.1 to 2.0 migrate system(rc1 package/debian 6.0/64bit).

mark,
on irc, you said you can schedule buckets, can you describe how did you re-produce?
my test process is:
1) stop the scheduler
2) go to upload from file page, select all agents(include buckets) on one upload
3) click on Upload link
4) go to the jobs show page, there are several waiting jobs, but can not find buckets
5) then start the schduler, refresh the jobs show page, after a while, all the jobs are completed successfully, certainly, no buckets job.

test in debian 6.0 64bit, install from source(svn 6339), ubuntu-1210-64, install from 2.1.1 pacakge, canot reproduce this issue.
