tested on debian 6.0/64bit, single system, with
http://fossbuild.usa.hp.com/fossology/2.0.0/testing/20120410/debian/

This may not be an error.
To get the debug menu, you need to enable it in mods-enabled/debug. Also, you have to have PLUGIN_DB_DEBUG access.
The question is, should we enable debug by default?

I don't think this is a bug, nor should it be enabled by default. I don't exactly remember what value this plugin provides in the way of debugging. It was added by Neal a few years back and may not have been maintained.
Either way, it's not an issue that needs to be fixed for 2.0.

It does more than menu/plugin debugging that neal created. It also is used to show you the location of your global variables (very handy for support calls) and it can clear your report cache.

The debug module is not enabled by default in package, you need to install it separately called fossology-debug package.

yes, after apt-get install fossology-debug on my test machine, the debug menu comes out.
