Description

defect 1: this user have mutiple permissions, should have lowest permission level, only 'read only', can not create tag, and for one existing tag, can not edit.
defect 2: even if this user has only one permission 'read only', this user should not have the permission to create tag.

Rolling up into http://www.fossology.org/issues/2349 since the solution (a permission API) might solve many issues.
