pkgagent hangs when run on command line with no parameters

Description
using svn 5531 on snape.ostt, if the package agent is run as ./pkgagent it just sits there....

system was going down... I would expect that package agent with no parameters should give the usage message (there was no file nor other options). It appears that it pkgagent when into 'scheduler' mode.

If package agent with no parameter will go into scheduler mode.
./pkgagent -h will give the usage message.
