the user who has the permission 'Download' or 'Read-Write' can not see anything when go to 'browse' page

Description
I seems that there is one contradiction, for one user who(except administrator) only can see the upload shi(he) uploaded, but for the user who only have 'Read-Write' or 'Download' permission, shi(he) can not see anything, so can not download anything.

the 'Read Only' user can not view anything when you click on the 'Browse' top menu to the Browse page, but you can search something on the search page(when you click on the 'Search' top menu to the Search page to do some searching).

Rolling up into http://www.fossology.org/issues/2349 since the solution (a permission API) might solve many issues.
